Legal Roundup: Roofing Contractors Face Criminal Charges in Four States

Cases in Maine, Pennsylvania, Florida and Maryland involve allegations of theft, fraud, unlicensed contracting and payments for roofing work that was never performed.

Roofing contractors and operators in four states face criminal charges after allegations that customers paid deposits or advance payments for roofing and home-improvement projects that were never completed or, in several cases, never started.

The cases in Maine, Pennsylvania, Florida and Maryland involve amounts ranging from a few thousand dollars to more than $270,000. The defendants are presumed innocent unless and until proven guilty.

Maine Roofing Company Owner Indicted on Theft, Fraud Charges

Matthew Roy, owner of Lewiston-based MJR Contracting and Roofing, was indicted by an Androscoggin County grand jury on felony theft and home-repair fraud charges. Prosecutors allege Roy accepted more than $10,000 from a Leeds homeowner for contracting work that was never performed. The criminal case follows multiple consumer complaints involving Roy and his company, but the indictment centers on the alleged payment taken from the Leeds homeowner.

Pennsylvania Roofer Charged After $270K Church Payment

In Pennsylvania, Samuel Harris, 34, owner of Harris Roofing in Bedford, was arrested after police alleged he accepted more than $270,000 toward a roof replacement at Saint Andrew Catholic Church in Johnstown but never began the project. West Hills Regional Police said the church agreed to pay half of the project cost upfront, with work expected to begin by spring 2026. Investigators allege church officials repeatedly contacted Harris about the project and were told materials would be delivered, but work never started. The church eventually requested that its money be returned. Harris was charged with theft by deception and receiving advance payment for services that were never performed. His bail was reported at $2.7 million following his arrest.

Florida Man Accused of Taking Roofing Deposit Without License

Miami-Dade authorities arrested Gary Jackson, 56, who was doing business as Metal Roof Masters LLC, after investigators said a homeowner paid him a $7,800 deposit on a $14,000 roofing contract and no work was performed. Authorities allege Jackson presented the homeowner with a written contract for roofing work and later deposited the homeowner's payment into an account he controlled. Investigators said searches of state and county licensing records showed Jackson was not licensed to perform contracting work. Jackson was booked on charges of third-degree grand theft and contracting without a license. 

Maryland Contractor Faces Felony Theft, Licensing Charges

In Maryland, Alex J. Alexander, 48, of Bowie, faces criminal charges following a Maryland Home Improvement Commission investigation into a residential roof-repair contract in Waldorf. Authorities allege a homeowner agreed to pay $4,214 for roofing work and provided Alexander with a $2,319 deposit.

Investigators say the work was never started and Alexander later refused to return the payment. Alexander was charged with acting as a contractor without a license, selling home improvements without a license, failure to perform a contract, and felony theft of $1,500 to less than $25,000. A preliminary inquiry in the case is scheduled for Aug. 31. The charges described in these cases are allegations.
