Reroofing Demand Cools Across North America in Q3 2025
Even as reroofing contractors report mixed momentum, new remodeling research shows homeowners still rank new roofs among the most rewarding investments of 2025

The North American reroofing sector experienced cooling demand in the third quarter of 2025, with more professionals reporting declining customer inquiries than growth, according to a new industry-wide survey from a coalition of trade associations.
Thirty-five percent of reroofing contractors and consultants reported a decrease in customer inquiries compared to the same quarter in 2024, outpacing the 30% who reported increases, according to the Quarterly Market Index Survey, published by the National Roofing Contractors Association. The lukewarm demand translated to project contracts, where respondents were evenly divided—32% experienced growth, 32% saw declines, and 36% reported no change.
Despite the subdued inquiry activity, the industry showed operational strength, with 37% of professionals installing higher volumes of materials year-over-year, suggesting existing projects continued to move forward even as new business generation faced challenges.
Additionally, two indices offer insight regarding customer inquiries and project contracts across market segments. The indices are based on a 0 to 100 scale. A score of 50 or higher suggests expansion or optimism; a score below 50 indicates contraction or pessimism.
The customer inquiries index score is 43.8 for the steep-slope reroofing market; 45.5 for the low-slope reroofing market; and 50 for the blended low- and steep-slope reroofing market. The project contracts index score is 37.5 for the steep-slope reroofing market; 48.9 for the low-slope reroofing market; and 54 for the blended low- and steep-slope reroofing market.
The survey is an industry-wide effort spearheaded by a coalition of trade associations, including the Asphalt Roofing Manufacturers Association, Canadian Roofing Contractors Association, Chemical Fabrics, Film Association Inc., EPDM Roofing Association, International Institute of Building Enclosure Consultants, Metal Construction Association, NRCA, National Women in Roofing, Polyisocyanurate Insulation Manufacturers Association and Single Ply Roofing Industry.
Homeowners Still See Roofing as a High-Value, High-Satisfaction Upgrade
Despite cooling inquiries, industry and remodeling data suggest roofing remains a top-performing upgrade for homeowners, sustaining demand and satisfaction across markets.
Industry estimates indicate that the U.S. roofing market was approximately $31.4 billion in 2025, with replacement (reroofing) work accounting for well over 80% of the annual volume. Commercial roofing is expected to grow at about a 7.3 % CAGR through 2030, according to Mordor Intelligence’s U.S. Roofing Market report.
Earlier this year, new roofing emerged as one of the most satisfying home improvement projects for American homeowners in 2025, earning a perfect Joy Score of 10.0 alongside kitchen upgrades and added primary bedroom suites, according to the National Association of Realtors' annual remodeling report, published in collaboration with the National Association of the Remodeling Industry. This maximum satisfaction rating reflects how homeowners feel when they see their completed roofing projects, despite the improvement not ranking among the top cost-recovery renovations for resale value.
Real estate professionals are taking notice of roofing's impact on home marketability, with 37% of realtors recommending new roofing to sellers before listing their properties—making it the third most suggested pre-sale improvement after interior and exterior painting. The demand trend shows significant momentum, as 43% of real estate professionals report increased buyer interest in homes with new roofing over the past two years, ranking second only to kitchen upgrades at 48%.
This data suggests that while reroofing may not deliver the strongest financial returns compared to other renovations, it provides substantial homeowner satisfaction and plays a crucial role in home marketability and buyer appeal.
