Massachusetts Roofing Owner Indicted in $585K Fraud Case
Payroll allegedly hidden from insurer

A Quincy, Mass., roofing company and its owner have been indicted on workers’ compensation insurance fraud and larceny charges, the Massachusetts Attorney General’s Office said.
The Roof Kings LLC and owner Craig Galligan, 55, were indicted by a Norfolk County grand jury June 25 on four counts each of workers’ compensation insurance fraud and one count each of larceny over $1,200. They are scheduled to be arraigned July 17 in Norfolk Superior Court.
Prosecutors allege Galligan underreported the company’s payroll and labor exposure during audits for policies issued between 2021 and 2024. Workers’ compensation premiums are based partly on the type of work performed and the amount of payroll reported.
According to the attorney general’s office, an investigation with the Insurance Fraud Bureau of Massachusetts identified more than $1.5 million in previously undisclosed payroll payments issued through company bank accounts from 2018 to 2024.
The attorney general’s office alleges the underreporting allowed The Roof Kings to avoid about $584,962 in workers’ compensation insurance premiums owed to A.I.M. Mutual Insurance Companies, a Burlington, Mass.-based insurer.
The charges are allegations. Galligan and The Roof Kings are presumed innocent unless proven guilty.
