Guardian Roofing Honors Vietnam Veteran and Wife as 2025 HALO Project Recipients
Everett, Wash.-area couple receive much-needed roof replacement for a lifetime of giving back

Fred and Rebecca Moore were honored by Guardian Roofing as the firm’s 2025 HALO Project recipients; their home received a complete roof replacement in recognition of their lifelong community service.

As part of last week’s “National Roofing Week,” Seattle-based Guardian Roofing, Gutters & Insulation announced that Fred and Rebecca Moore of Lake Stevens, a community about 10 miles east of Everett, Wash., were named recipients of the 2025 HALO Project.
The annual initiative provides a complete roof replacement to a deserving local homeowner in need. In a news release, Guardian stated that this year’s recipients exemplify dedication to faith, family, and community.
Fred Moore, a Vietnam veteran, retired pastor, and active member of a motorcycle ministry, along with his wife Rebecca, a youth mentor and school bus driver, have dedicated their lives to helping others. Although they never had biological children, they welcomed two daughters through their church, offering a nurturing home now in critical disrepair.
“Every year since the program’s start in 2018, we eagerly anticipate the opportunity to give back to our community in a way that is meaningful to us,” Lori Swanson, owner of Guardian Roofing, said.
“This is the second time we’ve been able to work with a retired member of the U.S. military,” she added. “Fred and Rebecca continue to serve their community and family with grace and humility.”

The couple’s 1999 roof is deteriorating — soft in spots and moss-covered. Despite his reliance on oxygen due to COPD and long COVID, Fred climbed the roof this February for upkeep, while Rebecca, battling a knee injury, could only watch. Financial strain and physical limitations made repairs impossible without help.
Swanson said, “From the moment [we] read the heartfelt nomination for the Moores, we knew we had found something special. Their story, their service, and their spirit are exactly what HALO is all about.”
The Meaning of HALO
As Swanson explained, “We believe it’s important to understand the foundation of this project. ‘H’ stands for Helping—our neighbors, our community. ‘A’ stands for Achieving a purpose—meeting a real need. ‘L’ stands for Lasting—building trust and lasting relationships. And ‘O’ stands for Overcome—helping families move past obstacles.”
