Western States Honors Four Roofing Industry Leaders
Leo Ibarra enters WSRCA Hall of Fame; Scott Riopelle, Marcus Clinco and Randy Fernandez receive annual honors

The Western States Roofing Contractors Association recognized four roofing industry professionals for leadership and service, including longtime association leader Leo Ibarra as its newest Hall of Fame inductee.
Ibarra, of Blue's Roofing Company, was inducted into the WSRCA Hall of Fame for his years of leadership and service to the association. A two-term WSRCA president, Ibarra helped guide the organization through the COVID-19 pandemic and has remained involved with the association, including supporting its Waterproofing Committee.
Outgoing WSRCA President Stan Robinson of Pacific West Roofing also selected three recipients for the association's 2025-2026 President's Awards.
Scott Riopelle of Interstate Roofing in Denver was named Wrangler of the Year after helping bring 95 QXO branches into the association. The award recognizes contributions to membership growth.
Marcus Clinco of C.I. Services Inc. was named Board Member of the Year. Clinco chaired WSRCA's Member Services Committee and serves as a trustee of the Davis Memorial Foundation.
Randy Fernandez of Guardian Fall Protection received the Outstanding Service Award. Fernandez serves as vice chair of the Associate Advisory Council and presents fall protection certification courses at WSRCA Road Shows. Guardian also provides new WSRCA contractor members with a complimentary fall protection kit.
"These three individuals represent what makes Western States such a strong organization," Robinson said of the President's Award recipients. "They give their time, share their knowledge and continually look for ways to make the association and our industry better. "
WSRCA recognized the four honorees as part of its 2026 annual activities. The association represents roofing contractors and other industry professionals throughout the western United States, providing education, technical resources, safety programs, advocacy and networking.
